OUSU was in confusion this week as it attempted to implement the result of last term’s referendum on the future of higher education funding. The overwhelming result of the referendum was to ‘reduce student numbers’ but the student union is having difficulty reconciling this with current policy such as ‘free higher education’ and ‘equal access for all’. Daniel Simpson, OUSU Council Delegate and Labour Club Chair, said, “The policy is a single line and very unclear, so we don’t know how it can fit with access”. Concern was raised as to why the contradictions with other areas of OUSU policy had not been foreseen. Ken Owen from the Education Reform Group which campaigned for ‘reduce student numbers’ said it was OUSU’s responsibility “to make sure that each option was a real choice.” The committee decided to ask political groups to look for a definition that would not contradict other parts of OUSU policy and if this was not possible, to suggest a second referendum to ask “Do you think it should be OUSU policy to reduce student numbers?” This would allow OUSU Council to decide higher education policy itself if a “No” vote was returned. Some of those present feared that students might view a second referendum as OUSU ignoring the result of the first free and fair vote. Owen claimed “another referendum would confirm the perception that some people within OUSU are doing everything they can to avoid implementing the result of the referendum. At the end of the day a referendum result has a much clearer popular mandate than OUSU Council ever will.” Helena Puig-Larrauri, OUSU President, was quick to quash speculation that this might be the end of the referendum result, saying that F&F was a “greenhouse for ideas” but ultimately campaigns are committed to OUSU policy. However, OUSU is constitutionally bound to hold a new referendum if requested by ten JCR or MCR presidents, or 500 ordinary students. Ed Griffiths, who tried to put a motion through OUSU Council earlier in the term, which would have allowed it to ignore the referendum result, is believed to be currently attempting to put such a petition together.ARCHIVE: 5th week TT 2004

Sudan has found a mass grave that most likely contains remains of 28 army officers executed in 1990 for plotting an attempted coup against the former President Omar al-Bashir, the public prosecutor office said late on Thursday.The officers were executed in mysterious circumstances after a quick military trial one year after Bashir himself took the power in a military coup in 1989. There burial site was not disclosed for decades.”The public prosecution managed to find a mass grave that data indicates that it is most likely the graveyard where the bodies of the officers who were killed and buried in a brutal manner,” the public prosecutor said in a statement. Bashir was ousted by the army in April 2019, after months of mass protests.Local media reports said earlier this month that prosecutors questioned Bashir over the 1990 executions. The prosecution has not publicly commented on the matter.Last month, Sudan’s public prosecutor announced the discovery of a mass grave east of Khartoum suspected to contain the remains of students killed in 1998 as they tried escaping military service at a training camp.Bashir already was handed down a two-year sentence by a court in December on corruption charges. Using open data will allow the company to quickly ramp up its maps with more information and details, including things like bike paths, hiking trails, parks and neighborhood streets, without having to invest significant funds in order to do so. While the end result may not have the whizz-bang of competitors like Google Maps or Bing Maps with their Street Views, map applications, Bird’s Eye views, 3D features and other advancements, the open maps may, in some cases, end up being more accurate thanks to the crowd-sourced data coming from local residents. The project, available now at open.mapquest.co.uk, uses the new modern design and layout for MapQuest revealed last week in beta format. However, the data on the site comes from the OpenStreetMap community, an ongoing effort to create free and editable maps worldwide.Along with the launch of “MapQuest Open,” as the project is called, AOL also announced a $1 million OpenStreetMap investment fund to support the growth of open-source mapping in the U.S. “MapQuest is the first large-scale mapping site to embrace the open-source community,” said Jon Brod, executive vice president of AOL Ventures, Local and Mapping. $1 Million for OpenStreetMap The fund is specifically targeted toward filling in gaps and adding data to the specific U.S. communities covered by AOL’s hyperlocal news, business and event listing resource, Patch. At present, Patch supports select communities in California, Connecticut, Illinois, Maryland, Massachusetts, New Jersey, New York and Rhode Island. Localized editions of Patch include embedded maps across the site’s many pages, displaying relevant news and events. The data on these maps already comes from OpenStreetMap, as opposed to MapQuest’s own service. AOL’s head of engineering, Local and Mapping, Randy Meech, made the announcement of the company’s new initiatives at the fourth annual international OpenStreetMap conference, State of the Map 2010, in Girona, Spain. One of the slides from Meech’s presentation addresses the question many may have regarding this new project: “Why is it starting in the U.K., not the U.S.?” According to Meech, the U.K. and Germany are ahead in quality right now, and the “navigability needs improvement” in the U.S. The fund, obviously, should help with some of these issues.
